BACKGROUND

A Vision for Downtown Winnipeg

In 2020, at the onset of the COVID-19 pandemic, Manitoba Public Insurance (MPI), owner of Cityplace Winnipeg, initiated a competitive search for a new property management partner to replace the incumbent manager of more than a decade. Following a competitive process involving several national service providers, McCOR was selected based on its strategic vision for the future of the asset.

Cityplace is a large-scale mixed-use facility integrating commercial office space, retail, a food court, parking, and public amenities within one interconnected downtown destination. Located at the centre of Winnipeg’s skywalk network, with four separate skywalk connections—more than any other downtown property—Cityplace serves as an important hub for businesses, employees, residents, visitors, and the broader downtown community.

Rather than focusing solely on traditional property management, McCOR presented a long-term repositioning strategy designed to unlock value, strengthen occupancy, enhance the property’s retail offering, and capitalize on Cityplace’s unique position within downtown Winnipeg.

THE OPPORTUNITY

Cityplace is one of Winnipeg’s largest mixed-use commercial properties, comprising approximately 400,000 square feet of office space and 200,000 square feet of retail and public amenity space.

The challenges facing the property in 2020 were significant. Downtown office markets were experiencing unprecedented uncertainty due to the pandemic, while retail environments across North America were being reshaped by evolving workplace trends and changing consumer behaviour.

McCOR recognized that Cityplace’s scale, connectivity, and location presented a unique opportunity to reposition the asset through a phased leasing and redevelopment strategy focused on long-term value creation.

The vision centered on four key objectives:

  • Achieve full occupancy of the office tower through a targeted leasing strategy.
  • Modernize and reposition the food court as a premier downtown destination.
  • Introduce a grocery anchor tenant to support growing residential density in the downtown core, plus enhance the retail component.
  • Enhance the building’s podium and exterior presence and access to better connect with Winnipeg’s Sports, Hospitality and Entertainment District (SHED) and create ground floor retail opportunites.

Together, these initiatives would strengthen Cityplace’s role as the central hub of Winnipeg’s downtown pedestrian network while enhancing the long-term value of the asset.

McCOR’S ROLE

McCOR was engaged to provide comprehensive property management services while simultaneously leading the strategic repositioning of the property.

STRATEGIC LEASING

Recognizing the property’s large floor plates—approximately 67,000 square feet per floor—McCOR focused leasing efforts on government and institutional occupiers seeking significant contiguous office space.

This targeted strategy proved highly successful, attracting major tenants and positioning the office component as one of the strongest-performing assets in Winnipeg’s downtown market.

ASSET REPOSITIONING

McCOR developed and implemented a long-term vision designed to reposition Cityplace as a more vibrant and integrated mixed-use destination.

Key initiatives include:

  • Redevelopment and modernization of the food court.
  • Pursuit of a grocery tenant to serve downtown residents, workers, and visitors.
  • Enhancement of the podium and street-facing elements to create a more animated urban environment to compliment the vision of the SHED district (Sports, Hospitality and Entertainment District).
  • Alignment of future improvements with the continued evolution of the SHED District and downtown Winnipeg.

Alongside the repositioning strategy, McCOR continues to oversee all aspects of property operations, including:

RESULTS

Since assuming management responsibilities in 2020, McCOR has delivered measurable progress toward the long-term vision established for Cityplace. The office tower has been successfully leased to full occupancy, creating stability and strengthening the property’s financial performance during a period of considerable uncertainty within the office sector.

The property has attracted major government and institutional occupiers, validating the leasing strategy developed at the outset of the mandate. Plans for the modernization of the food court are advancing, while opportunities to introduce a grocery anchor tenant continue to be explored as part of the broader redevelopment initiative.

Future enhancements to the podium and exterior are being planned to further strengthen Cityplace’s connection to the surrounding downtown community and contribute to the ongoing revitalization of the SHED District. Today, approximately 50% of the overall repositioning strategy has been completed, establishing a strong foundation for the next phase of the property’s evolution.
